CPF - Central Provident Fund ; No University required for Singaporeans for an equally bright future?

According to this link, Prime Minister Lee Hsien Loong will begin refining the CPF system.
The policies will be adjusted to assist Singaporeans for retirement. He also assured Singaporeans that when your family have both CPF savings and a flat, meeting basic living expenses shouldn't be a problem.
He also stressed that once again, a person's worth and standing should not be measured by academic qualifications. We need not go the university route to have a better future.
